You only gain meter when you attack blocking opponents. This means proactive players inherently also get more damage and escape options, so don't be passive!
Cancelling into a special after two hits of a combo scales damage to ~90%.
Cancelling into a special after three hits of a combo scales damage to ~72%.
Multiple hits that are part of the animation for a single move don't seem to affect scaling.
