Billy is the younger brother of Jimmy who accompanied him on many adventures in the city. Billy had feelings for Marian and wanted to confess them to her one night. Unfortunately, before they could meet, one of the rival gangs murdered Marian. Once Jimmy heard of Marian's demise, he cut all ties to his younger brother; blaming Billy for Marian's death. Billy eventually came to terms with the loss of Marian and became a famous street driver and continued his Ryu Zui Ken training. Shortly after, Lynn's grandfather was murdered by the Black Dragon. Sensing an evil dragon, Billy and Lynn set out to find her grandfather's killer.
Billy is a neutral based character that focuses on using his long buttons to keep opponents in check, longer rekka combos and good stun damage. Billy is a good pick if you want a solid character with additional headroom for growth.

- Long kick normals that can be used to poke and hit confirm.
- Simple BnB combos with plenty of advanced combos and techniques.
- Good high / low mix-ups that lead to big pay-offs.
- Impact can go over most low buttons.
- Big hitboxes on his specials.
- Both versions of DP have a good amount of invincible frames. The heavy version can low profile attacks with its slide.
- 6B and Super are great anti-airs.

- A and C buttons are overshadowed by his B and D buttons; mostly due to how short and how slow they are.
- 6B can be easily reacted to since it's so slow.
- Extremely limited routes to get big damage combos.
- Can only do big stun damage if the opponent is crouching.
- Any character with more than 90 stun requires a 2 frame micro walk to do their stun combo.
- Air Blue rage gains extra recovery frames on landing.
- Light Slash Cross is too slow to be used vs fireballs since it does not become a projectile until you finish the rekka.
- Lightning Tail is bad compared to the rest of the specials, low reward, high risk.
- lvl 2 super's 2nd hit can miss if the opponent is too high up.
