Billy is the younger brother of Jimmy who accompanied him on many adventures in the city. Billy had feelings for Marian and wanted to confess them to her one night. Unfortunately, before they could meet, one of the rival gangs murdered Marian. Once Jimmy heard of Marian's demise, he cut all ties to his younger brother; blaming Billy for Marian's death. Billy eventually came to terms with the loss of Marian and became a famous street driver and continued his Ryu Zui Ken training. Shortly after, Lynn's grandfather was murdered by the Black Dragon. Sensing an evil dragon, Billy and Lynn set out to find her grandfather's killer.
Billy is a neutral based character that focuses on using his long buttons to keep opponents in check, longer rekka combos and good stun damage. Billy is a good pick if you want a solid character with additional headroom for growth.

- 2B and 5B are great poke tools in neutral.
- High damage combos with wall hits. Can stun some characters with one wall combo.
- Good high / low mix-ups since you can cancel almost any normal into 6B Axe Kick.
- Impact can go over most low buttons.
- Both versions of Blue Rage are safe on block and can be abused as a frame trap.
- Both versions of Slash Cross have a huge hitbox that makes it hard to jump over.
- Both versions of Ko-Ryu Kakyu have a good amount of invincible frames. The heavy version can low profile some attacks, too.
- Back Slash and 6B are great anti-air options.

- A and C buttons are overshadowed by his B and D buttons; mostly due to how short and how slow they are.
- 6B Axe Kick can be easily reacted to. Makes it hard to open aware opponents up.
- Low combo damage without using heavy Blue Rage. Most combos turn into hit confirms off of 2B.
- Bigger damage combos are limited to wall hits, crouching opponents, and the corner.
- Ko-Ryu Kakyu can completely miss opponents jumping in since it slides forward a bit.
- Air Blue Rage has little utility vs the grounded version. It's also unsafe on block.
- Light Slash Cross is too slow to be used vs fireballs since it does not become a projectile until you follow it up.
- Lightning Tail has terrible damage and risk compared to Billy's other special.
- 2141246D can miss the 2nd hit if they're not in the right position.
