Rose's best Street Fighter incarnation is definitely SFA2. Ranking wise, she's in the upper echelon of the cast, generally agreed to be part of the top tier. She should be played very aggressively as her offensive game is far better than her defensive one. Rose needs to always have meter to threaten opponents because just one level of meter gives her a world of openings and comebacks.
