Purpose
Creates a popup tooltip on mouse hover.
Usage
Arguments |text = Text or files (including images) you want to have a hovering tooltip. |hovertext = The text you wish to appear on mouse hover |dotted = Should the text be underlined? (yes/no) (Optional)
