Chun is ranked high mid-tier. There are certain characters that she dominates, certain characters she has even matches with, and certain characters who dominate her. Breaking it down...

Chun does quite well against:
Zangief, Dictator, Cammy

Chun has the advantage against:
Honda, Blanka, Guile, Boxer, Hawk

Chun has has pretty even matches with:
DeeJay, Dhalsim, Claw, Ken, Fei

Chun has a hard time against:
Ryu, O.Sagat

Lightning Legs- (press any K rapidly)-

     Chun Li's staple move. Can use it in combos for high damage as well an anti poke. LL will stuff or trade in your favor with many noteable moves such  as Dhalsim's drills or N.Boxers rushes.

Kikouken (hold Back for 2 seconds, Towards plus any punch button)

     Chun Li's fireball. Strength used determines speed and distance traveled. Jab Travels the slowest, but goes about a full screen. Fierce goes the fastest travels about half screen.
     Used primarily to build meter and to pressure opponents from a buffered low forward. It will never win any fireball war, but it's useful to try to keep up with them, simply b/c chun gains 2-3 times as much meter as Ken or Ryu from their fireballs. Be warned, even though it has a sonic boom charge time, her fireball has appreciable lag, and could lead to bad times if the opponent jumps when you throw one.  

Spinning Bird Kick- Charge Back for 2 seconds, Towards plus any kick.

     Chun Li's twirls her legs around upside down. Limited uses in this game as it whiffs all crouchers leaving chun li open for retaliation. Her legs (which are on top) are invincible on startup, so she can pass through some things. High tigers come to mind... but that's pretty risky. Can be done in air. 

Tenshou Kyaku- (Charge down for 2 seconds, up plus any kick)

    Commonly reffered to as upkicks. New to ST, this is Chun li's "Anti Air" Special and reversal.  While it works fine as a reversal (it beats meatys), this special is dubious anti air even before you factor in that she has to charge for it. Chun li is normally played very aggressive, and charging down mid match for an anti air that's prone to trade isn't something she wants to do. Use in wakeup/Reversal situations only. Far Stand RH, Low Rh, and Neutral Jump RH all have greater utility for anti air. 
    Oh, and this special juggles for 2 hits after Chun's super.
