In a nutshell

Storm is a character with good rush down and decent keepaway, but may need an assist to be truly effective at either. Her normals are a bit odd and slow, but will reward those that learn them. Her Hail Storm super may be the best assist killing super in the game, so calling an assist against Storm is always a risk. Storm's other huge strength is in the chip damage department. Pair her with a meter building assist and you may not have to fight at all. If you want a character that has a large variety of ways to be effective depending on her team, Storm should fit right in.
