Ideal Team Position: {{{3}}}
{{{4}}} Paul Phoenix hits hard and that's it. With no real practical safe moves outside of LP Sway, you will rely on average poking game to get a combo in. Mortar Punch is safe but telegraphed and can be hit out of. Walk speed is still lackluster, so your best bet is to keep him as a second and then tag in for combo. Keep close to the opponent as he has no safe way to close gaps.
