Ultimate Gauge Upgrade (RND) because Android 18's aggressive playstyle means she very rarely wants for meter, and she'd much rather be making her mixups count as much as they can.

Battle Skill: It's up to preference, but projectiles are good for Android 18, who doesn't have much in the way of those otherwise.
You can hardly go wrong with Flex Laser (inherited from
Frieza), or
G. Slicer (inherited from
Vegeta).
System Skill: Skill Inheritance gives Android 18 the option to take both Armor Strike and
Shield Sprint, so whichever of those you took in your skill tree, inherit the other one. If you took
Assault Style, pick one based on preference.
