These numbers are the scaling values applied to damage under the "player defense rating" value. Each column represents the percentage modifier for the given health range at the top of the column. For characters on the border (ie: when someone has exaclly 50% health left), the rating for the lower health bracket applies.

These numbers were obtained with Final Tuned, but seem to be in line with observations made from Act Cadenza. However, since these numbers are from FT, the new characters are not included. However, estimates can be given -- Kouma would rank above everybody else in terms of estimated health, Aoko ranks right above R.Akiha (or not? -- see data listed here), and Neko-Arc has less health than anyone else.
